  GOALS:

        *  Officially welcome the delegations to The 21st Century
                Schoolhouse's International Youth Environmental Summit.

        *  Acknowledge Oregon's Secretary of Education, Norma Paulus

        *  Formally announce the Summit theme and goals.

        *  Formally announce the Preamble for the Declaration of
                Environmental Rights and Responsibilities.

        *  Formally present the Articles and Research completed by
                each delegation.

        *  Formally adopt the Declaration of Environmental Rights and
                Responsibilities

        *  Announce the goals of the multinational committee

  Procedures

The following are the procedures for the opening of the General
Assembly:

Step #1  Each delegate will take their assigned seat in the House of
                Representative Chamber.  For the opening of the General
                Assembly, delegations will be seated by nation.

Step #2  The Speaker will officially announce the start of the General
                Assembly Session. The Speaker will welcome the
                delegates and guests and then review the agenda for the
                opening of the General Assembly.

Step #3  The Speaker will introduce Oregon's Secretary of Education
                Norma Paulus

Step #4  Oregon's Secretary of Education, Norma Paulus will address
                the delegates
.
Step #5  After thanking Norma Paulus, the Speaker will  formally
                announce the Summit theme and goals.

Step #6  A member(s) from the Preamble will be recognized to read
                the Preamble to the Declaration of Environmental Rights
                and Responsibilities.

Step #7  Each country will present their Proposed Articles and
                related research in the following order:

                *  Australia 9:30-10:00
                *  Brazil  10:00-10:30

                        Break  10:30-11:00

                *  Israel  11:00-11:30
                *  Japan  11:30-12:00

                        Lunch  12:00-13:00

                *  South Africa  13:00-13:30
                *  United States  13:30-14:00

Step #8  The General Assembly will formally adopt the Declaration of
                Environmental Rights and Responsibilities

Step #9  Before the Speaker closes the General Assembly session,
                (s)he will announce the responsibilities of the multinational committees.
