(In order to model proper procedures, selected summit coordinators will chair the Screening and Preamble Committees)
GOALS:
* Read and analyze the preamble for the Declaration of Human Rights (see attached) as a model for the Preamble for the Declaration of Environmental Rights and Responsibilities.
* Share and discuss each delegations ideas regarding the wording of the preamble for the Declaration of Environmental Rights and Responsibilities.
* Craft and agree on an original preamble for the Declaration of Environmental Rights and Responsibilities (500 Word Maximum).
* Select a representative(s) to read the preamble to the General Assembly
* Practice Parliamentary Procedure
Procedures:
As a multinational committee, please complete the following tasks:
Step #1 Each school must make sure that they have ONE representative on this committee.
Step #2 After a representative from each delegation shares their proposed preamble, work as a group to identify and underline common words and phrases that exist in each delegations' proposed preambles.
Step #3 List the common words and phrases on the whiteboard in front of the room.
Step #4 Using the common words and phrases craft an original preamble for the Declaration of Environmental Rights and Responsibilities.
Step #5 Agree on an appropriate preamble and present it to your home delegation for approval or suggestions. After sharing the preamble with your home delegation report their approval or suggestions back to the preamble committee.
Step #6 If necessary, after considering the suggestions of the home delegation, revise the preamble so that it addresses the suggestions of the home delegations. If this is NOT necessary, move on to step #7
Step #7 Formally approve the Preamble as finalized by the Preamble Committee so it may be formally adopted at the General Assembly on Tuesday September 9,1997.
Step #8 Present final Preamble to the Chairpersons so it can be printed and uploaded on to the website.
