Solutions to Toxic Waste


 

ARTICLE #1

Citizens in all areas of the world have the right to live in an
environmentally safe community.

ARTICLE #6

Industry and individuals have the responsibility to produce, use and
dispose of toxic material in an environmentally safe manner.

OBJECTIVE:

While keeping the well-being and health of citizens world wide in mind, we
need to progress towards a more sustainable environment.

METHOD:

1.  The responsibility of all governments is to ensure that laws exist
which promote the recycling and neutralization of toxic waste, as well as
the use of non-toxic production methodologies. It is also necessary for
governments to provide education to its citizens about the issues
surrounding toxic waste and the options for alternative solutions.

2.  The responsibility of the industry is to research and implement
alternative methods of production if production  produces toxic waste as a
by-product.

3.  The responsibility of the individual is to be informed on toxic waste
issues and solutions as well as encourage production methods which maintain
sustainable processes and produce little to no toxic waste.

4.  In order for this to work it is necessary for governmental,
non-governmental, industrial and citizen groups to work together.  All
groups involved should monitor the production and disposal of toxic
materials to insure it is done so in an environmentally conscious manner.
Governments should lead in the provision of strong supervision of industry.

EVALUATION:

In order to evaluate the effectiveness of the above solutions it is
necessary to set time frames in which the progress of becoming an
environmentally safe community is monitored.
 



 

ARTICLE #2

Citizens have the right of access to all information collected by
governmental, environmental and commercial agencies concerning the effects
of toxic waste and toxic waste disposal on the environment and existing
populations.

ARTICLE #7

Industries and government have the responsibility to inform the
public of all information pertaining to the treatment and disposal of
toxic waste which directly effects their well-being and the environment.

OBJECTIVE:

Through education and dissemination of information, the public will
increase awareness of various environmental issues related to toxic waste
and as a result become a larger component in the decision-making process of
the disposal of toxic waste.

METHOD:

1.  Governments must pass laws that require information on toxic waste
production and disposal to be published in newspapers, magazines and other
forms of media.

2. Environmental education should be incorporated into school curriculum so
that environmental awareness is increased.

EVALUATION:

Random polls and surveys will be given every few years to determine the
level of community awareness of toxic waste problems.
 



 
 

ARTICLE  # 5

Citizens have the right to free quality health care which will serve as
a preventative factor against long-term effects caused by toxic waste
disposal as well as a treatment for immediate effects.

 ARTICLE # 10

Industries dealing with toxic waste have the responsibility of creating
a safe working environment for their workers.

OBJECTIVE:

To reduce the possibility of harmful effects on human health caused by
toxic waste and to provide citizens with free quality health care so that
the effects of toxic waste  can be treated immediately and equally.

METHOD:

1.  Governments must pass regulations enforcing safe work environments in
areas associated with toxic waste.

2.  Governments and industries must provide funds equally within
communities which allow for accessible medical information and care from
toxic waste poisoning, especially in high-risk toxic waste areas. Health
care facilities need to be centrally located for ease of service and cases
of extreme emergency.

EVALUATION:

Reports will be completed biennially by an international group of
doctors that provide data on frequency and variety of negative health
impacts from exposure to toxic waste.  Reports shall be released to
governments, industries, and the public for monitoring and adjustment
purposes.


RIGHT #4

ARTICLE

The government has the right to demand, enforce, and monitor
environmentally safe methods of treating toxic wastes by industries and
communities despite the costs involved.

OBJECTIVE:

To insure that industries and communities treat and dispose  of toxic
waste in an environmentally safe manner.

METHOD:

1.  Create a team of scientists and doctors to research within local areas
that are of concern with respect to toxic waste on whether or not the
methods of toxic waste disposal used by industries are environmentally
safe.  All information found by the teams shall be provided to the public
free of charge to enhance
public awareness of local toxic waste issues.

2.  To provide incentives to keep the production of toxic waste at a
minimum, a percentage of the industries profit must be paid to the
government for all toxic waste disposed of. These funds shall go to joint
industry- and community-run organizations responsible for the overseeing of
clean up and safe disposal of toxic waste.  Funds can also go towards the
development of new technologies that would reduce the production of toxic
waste. Therefore, the more waste an industry produces, the more profit they
must contribute to the clean up.

EVALUATION:

Reports will be completed annually which publish the results of the
monitoring of toxic waste production,  disposal methods, and their impacts.
In addition, the report to the public shall include any new
environmentally safe technology that reduces the amount of toxic waste
disposed of. This report should include an introduction to the new
technology, test methods, data, costs, and the date of availability.
